Digital technologies are bringing about profound changes in economic sectors, generating employment opportunities, and driving growth. These advancements have deeply reshaped domains such as communications, business, health, education, and finance. Research in digital transformation has highlighted that the acceleration of digital adoption – spurred by various challenges – underscores the critical importance of agility, adaptability, and positive transformation.

In this context, digital transformation refers to the process of adopting digital tools and methods by an organization, particularly those that have not been including the digital factor as part of their core activities or have not kept pace with the change in digital technologies. For public institutions, digital transformation is key to enhancing governance, increasing transparency, improving public service delivery, and fostering citizen engagement. It enables governments to operate more efficiently, make data-driven decisions, and respond swiftly to the needs of their populations. Academic research indicates that organizations that digitize their operations can expect significant productivity improvements, while countries that advance their digital agendas can see substantial economic benefits, including increases in GDP.

The practice of digital transformation in government needs to consider public purpose and involves additional factors of ownership and persistence of public data (especially identity), data security and privacy, digital service accessibility for everyone, and public digital literacy. Migration from legacy systems, many of which involve critical data or perform essential functions, also may pose significant challenges for the public entities. Emerging technologies, such as blockchain and artificial intelligence, and their impact on public purpose, private sector use, and the role of governments in transforming societies should also need to be addressed by the policy makers.

From this aspect, SESRIC's Digital Transformation Capacity Building Programme (Digi-CaB) is specifically designed to contribute to the efforts of OIC Member Countries in navigating the domain of digital transformation. The programme facilitates the transfer, sharing, and exchange of knowledge, experiences, and best practices among the member countries, addressing the unique challenges and opportunities presented by digitalization. Through a variety of modalities, including training courses, workshops, webinars, and alike, the Digi-CaB Programme addresses the growing need for national institutions to reskill and upskill their capabilities.

SESRIC urges all national institutions in the OIC Member States responsible for digital transformation to participate in the Digital Transformation Capacity Building Programme (Digi-CaB). The valuable participation of the national institutions will help SESRIC to effectively plan and implement capacity building training activities which will play an important role in the improvement of human capital in the OIC Member Countries.
