Training Course on 'Metadata and Process Management' in Azerbaijan

In accordance with its 2014 Annual Work Plan, SESRIC organised the training course on ‘Metadata and Process Management’ at the State Statistical Committee (SSC) in Baku, Republic of Azerbaijan on 28-29 August 2014, within the framework of the Statistical Capacity Building (StatCaB) Programme. The course was provided by Mr. Gökhan Gürgeç, Statistics Expert at Turkish Statistical Institute (TURKSTAT) with participation of relevant officials of SCC.

As defined in the Classification of Statistical Activities (CSA Rev. 1 - October 2009), metadata covers developing, harmonising and standardising metadata models, structures and frameworks in the context of statistical information processing and dissemination, deals also with harmonising the statistical terminology and definitions. Moreover, the Generic Statistical Business Process Model (GSBPM) describes and defines the set of business processes needed to produce official statistics. It provides a standard framework and harmonised terminology to help statistical organisations to modernise their statistical production processes, as well as to share methods and components. The GSBPM can also be used for integrating data and metadata standards, as a template for process documentation, for harmonizing statistical computing infrastructures, and to provide a framework for process quality assessment and improvement.

The training course on ‘Metadata and Process Management’ focused on the interaction of IT with metadata management and statistical processes. The course also included discussion activities and covered the following topics:

  • Discussion of the IT Systems in TURKSAT and AZSTAT
  • Metadata Management in TURKSTAT
  • Process Management in TURKSTAT
  • IT systems used for metadata management in TURKSAT
  • IT systems used for statistical production in TURKSTAT
  • Discussion of the future improvements for the Metadata & Process Management
