Training Course on ‘Increasing the Utilization of Innovative Financing Tools to Maintain the Transport Infrastructure and the Services of TSPs’

Within the framework of the COMCEC-funded SESRIC Project titled “Increasing the Utilization of Innovative Financing Tools to Maintain Transport Infrastructure and the Services of the Transport Service Providers (TSPs) in the OIC Member Countries”, the Centre organised a Training Course on “Increasing the Utilization of Innovative Financing Tools to Maintain the Transport Infrastructure and the Services of TSPs” on 28-29 August 2023 through an online video conferencing platform.

The training course was attended by 68 participants from the Ministries of Transport and other relevant national transportation authorities of 23 OIC Member Countries who are responsible for developing and implementing transport financing policies in their respective countries.

The main objective of the training course was to enhance the capacities of the participants of the Ministries of Transport and other relevant transport authorities of the OIC member countries to facilitate access to various financial tools for Transport Service Providers (TSPs) and mitigate the impact of the COVID-19 pandemic on the provision of transportation. The two-day training gave insight into the theoretical aspects of transport financing to maintain transport infrastructure and the services of TSPs, including:

  • PPP as an Innovative Financing Tool in Transportation Projects
  • Obstacles in PPP Financing
  • Mitigations in PPP Financing
  • Financial Performance Metrics and Risk Management in Transport Infrastructure Projects

The project includes an online training course and an on-site workshop, featuring a technical field visit to a landmark project successfully executed through PPP model. This project is being implemented under the 10th Call for Project Proposals of COMCEC Project Funding. As the main project partner, the Ministry of Transport and Infrastructure of the Republic of Türkiye provides technical support for the successful implementation of the project activities.

The COMCEC Coordination Office (CCO) introduced in 2013 the COMCEC Project Funding (CPF), a financing mechanism that funds projects submitted by the Member Countries and relevant OIC Institutions to realize the strategic objectives and outcomes of the COMCEC Strategy. The funding is provided in the form of a grant through the Development and Investment Bank of Türkiye, which is one of the main bodies in the COMCEC Project Funding scheme. Since the initiation of the CPF, SESRIC has implemented ten projects under various cooperation areas and in accordance with sectoral themes determined by the CCO.
